The City of Winterset has adopted and enforces model building codes that regulate the construction of residential and commercial building projects within the corporate limits of the City. Most projects will require a permit to be issued prior to the commencement of the project and are subject to an inspection process throughout the project as well.

In 2019 the department issued 218 total permits which included 32 new housing units.  The estimated permitted construction cost for the year was $13,026,266. The Planning and Zoning Commission approved a 54 lot Planned Unit Development, consisting of multi-family housing, single family housing, and an assisted living facility.

The department also enforces a zoning ordinance that regulates subdivisions, zoning districts, parking, nuisances, snow/ ice removal, building regulations, fences and so forth. Also, the department sets the agenda for the Planning & Zoning Commission and the Board of Adjustment meetings.

Building Permit Fees

(From Municipal Code Chapter 7) Before receiving a building permit to build or move a structure, the owner or his agent shall pay the building permit fees specified herein; provided, however, that the city, county, state or the U.S. Federal Government shall be exempt from paying said fees. Said building permit fees shall be based on valuation and shall be paid as provided in the schedule of building permit fees as follows:

Total Valuation / Fee:

Up to and including $1,000 / $25.00

Each additional $1,000 up to and including $50,000 / $6.00 per $1,000

Each additional $1,000 from $50,001 up to and including $100,000 / $4.00 per $1,000

Each additional $1,000 over $100,000 / $2.00 per $1,000

Wrecking, demolition and moving of buildings: A $20 fee shall be paid for wrecking or demolishing buildings within the City or removal from the City.

Mechanical Code Permit Fees: A $20 permit fee shall be paid for the issuance of a permit for the installation of mechanical heating, ventilation and cooling appliances.

Plumbing Code Permit Fees: A $20 permit fee shall be paid for the issuance of a permit for all plumbing work, except a permit fee of $5.00 shall be paid for the issuance of a permit to replace a water heater that requires no other plumbing changes.

Electrical Code Permit Fees: A $20 permit fee shall be paid for the issuance of permit for all electric work.

Expiration of Permits: All permits, except demolition permits shall expire 18 months from date of issuance. Demolition permits shall expire 6 months from date of issuance.
